When should I use clothes drying mode rather than strong mode?

Strong mode is for a whole room that is too damp generally. Either will dry laundry, but the dedicated mode is what the manufacturer tuned for it.

Is the 12 inch drain hose long enough?

Only if the drain is directly under the machine. It is a short hose, so for a run across a basement floor buy a longer length to fit the 0.4 inch outlet. The unit drains by gravity, so the far end must always sit lower than the machine.

Does it need a special outlet?
