Is a 25.5 inch seat too deep for a shorter person?

It can be. Depth guides put 18 to 21 inches under about five foot four and 24 inches and up above five foot ten. At 25.5 inches a shorter sitter's feet will lift off the floor unless a bolster goes behind the back, which is one of the things the two included bolsters are for.

Are the orange bolsters fixed?

No. The maker lists them separately as two removable bolsters, alongside two detachable pillows with zips. They lift straight out if the colour is not wanted.
